		<description><![CDATA[Good points. Russia thinking about putting troops on the Afghan-Tajikistan border, and the US wants to  9 military bases in Afghanistan. . The Pashtun are divided into clans, The Kharotis sided with the Americans; The Wazirs sided with the Taliban. To me, this is all about patriarchal systems and who suffers - women, children and subordinated men.
Only one thing has emerged...the US have clearly not won the war otherwise the only talks with the Taliban would be about terms of surrender. Instead, some sort of power sharing seems likely.
Surely this whole mess should go to some UN arbitration. Any ideas, Zubaida, for conflict resolution?]]></description>

But we have to go deeper as well and see how to strengthen UN operations, both military and civilian given that we are the biggest peacekeeping mission in the world. We have to be able to do more with what we have and that is largely contingent on leadership of the mission and the country. thanks again for engaging. ]]></description>

		<description><![CDATA[As a fellow UN Peacekeeper who has served in the DRC with you and many others for the past 5 years, I, too, am very disappointed by the SG&#039;s letter to the Security Council. As any professional observer can verify, the current situation in the DRC is grave, and the UN Strategy for the region requires some major revision before MONUSCO can even begin to create stability. To start with, the issue of the so-called &quot; Neutral Intervention Force&quot; must be resolved as soon as possible. Second, the Rwanda Factor must be confronted directly and openly. If the UN Group of Experts states unequivocally that Rwanda has command and control of the M23 rebellion, there is a good chance it is true. Until these issues are resolved, there is little chance of stability in the DRC, and significant risk of greater conflict.]]></description>
